The Republic of El Salvador has signed a memorandum of understanding with the United States government to further discuss the construction of the country’s first nuclear power plant. Discussions centered around the diversification of electricity generation in El Salvador and its commitment to energy security.
The memorandum signing brings El Salvador one step closer to implementing plans for the development of nuclear technology in order to achieve energy security. Ambassador Milena Mayorga announced the memorandum on her social media accounts.
Ambassador Milena Mayorga celebrated the signing of an agreement between El Salvador and the United States, which she says will change El Salvador’s energy matrix forever.
Ambassador Mayorga further explained that by adding nuclear power to the current electricity generation portfolio, the country can take a big step towards guaranteeing energy security for generations to come.
The United States and El Salvador agreed to partner on the development of nuclear technology that could one day bring a nuclear power plant to El Salvador. At a roundtable with United States Department of Energy officials and El Salvador’s Director of Nuclear Energy Office, Daniel Álvarez, both parties signed the memorandum of understanding.
Ambassador Milena Mayorga estimates 7 years from the start of regulatory processes and funding until the plant becomes operational. The nuclear power plant in El Salvador is expected to supply both the government and the private sector with electricity. The plant will be the country’s step towards not only adding more diversity and security to the electrical grid but also decreasing carbon emissions.
“This is about energy sovereignty and technological advancement,” said Milena Mayorga when the announcement was made.
President Nayib Bukele’s vision for the country includes not only immediate access to more secure energy but also investment in long-term projects such as technological innovation and infrastructure development.
For El Salvador, having a nuclear power plant means access to clean baseload electricity. Unlike solar or wind generation, nuclear plants can power the grid around the clock.
The timeline for the construction of a nuclear power plant in El Salvador could be 7 years
With estimates of seven years until the plant is operational, there is still plenty of work to be done. Though officials did not provide a detailed timeline for the nuclear power plant in El Salvador, they did outline some of the early steps the country will have to take.
Here are some of the steps El Salvador will need to take in the early stages of adopting nuclear technology:
- Determining reactor type and size for the nuclear power plant in El Salvador through feasibility studies.
- Analyzing potential sites to build the nuclear power plant.
- Developing nuclear regulations.
- Training engineers, technicians, and regulators.
- Forming partnerships with countries with nuclear power plants.
- Securing public and private investment.
Partnerships will be important for both technical assistance and funding. The United States and its partnership with El Salvador are just the beginning of these international friendships. Though El Salvador has signed a memorandum of understanding with the United States, technical expertise and funding will have to be provided by companies with experience in building and maintaining nuclear reactors.
Through the memorandum of understanding, US officials have committed to helping El Salvador establish the necessary infrastructure and frameworks needed to safely adopt nuclear technology.
The United States and Private Industry
“The United States will continue to support El Salvador in its efforts to develop clean energy infrastructure that provides affordable electricity to its citizens while increasing resilience against climate change,” said Elizabeth Urbanas, US Deputy Assistant Secretary for Asia and the Americas.
Urbanas was referring not only to the memorandum of understanding but to the innovation and progress being made under the Bukele administration.
Private industry will play a big role in developing a nuclear power plant in El Salvador. Over the next few months, officials from El Salvador will meet with US and international companies that have the technology and expertise to begin the construction of a nuclear power plant.
Energy Secretary Daniel Álvarez spoke about the advancement of technology in El Salvador by adopting nuclear power.
“That’s not all,” said Daniel Álvarez. “Nuclear energy will allow us to have industries that we haven’t been able to previously imagine.”
Though most people think nuclear energy is just used to harness electricity, countries with nuclear power plants have also developed other technologies and industries, such as:
- Nuclear medicine
- Radiation detection
There will be opportunities for El Salvadoran universities to develop specialized training programs to educate students on nuclear technology. Engineers and technicians will be in high demand for the construction and maintenance of the nuclear power plant in El Salvador, but there will also be a need for experts in:
- Power Grid Management
- Research and Development
El Salvador to Develop Nuclear Power Plant Technology
When looking at countries that have embraced nuclear technology, it is clear that the applications of nuclear energy can help improve the nation’s infrastructure and education in sciences, technology, engineering, and mathematics.
Nuclear Power Plant In El Salvador Benefits
Looking past the benefits of adopting nuclear technology for power generation, El Salvador will benefit from becoming less dependent on other countries for electricity.
As of now, most of El Salvador’s electrical generation comes from hydroelectric power, geothermal energy, fossil fuels, and imported fuels. Oil and gasoline are imported from other countries, and both electricity and fuel prices can fluctuate based on world events.
Building a nuclear power plant in El Salvador could give the country control over its:
- Electricity supply
- Energy costs
- Carbon Footprint
Controlling their own electricity generation and energy costs can help attract foreign investors and allow the country to develop technologically. By investing in a nuclear power plant, El Salvador can not only take back control of their energy but also use it as a tool for economic growth.
Ambassador Milena Mayorga said:
“Innovation is the only path forward if we want to leave a better world for future generations.”
Latin America and The Caribbean
Currently, there are no operational nuclear power plants in Central America. Countries like Chile and Argentina have announced plans to develop nuclear power, but have not created any formal agreements with the United States.
If El Salvador begins construction of a nuclear power plant. it will be the first country in Central America to establish nuclear technology for commercial use. The project can position El Salvador as a regional leader in energy and technology by showing the world they are thinking about the future.
Ambassador Mayorga said:
“We are thinking long term, and this energy source will give us security for years to come.”
Conclusion
Today, the future of nuclear energy in El Salvador has begun with the signing of the memorandum of understanding. If everything goes according to plan, officials hope to see the nuclear power plant in El Salvador completed within the next seven to ten years.
“The beginning of a nuclear energy program in El Salvador is indeed an ambitious project,” said Ambassador Milena Mayorga. “But we are up for the challenge.”
